Neighbor planted vine that is damaging our shared fence.

Location: Aurora, Colorado. Arapahoe County
My neighbor planted a trumpet vine against our shared fence 25 days ago and in that time it has grown a lot and is starting to damage our shared fence by pushing out boards and growing through onto my side. I tried to have a civil conversation with them about it and they are not interested in getting rid of the vine or coming to a resolution of any sort. “Just cut what comes through” is their solution for me. Is my only option really to cut what comes through and hope that the fence doesn’t get damaged any more? This thing grows a foot a day and seems like it would have to become a daily task.

ITX CPU Cooler help (Fractal Core 500)

Hello PCBuildHelp community,
I need help with selecting a CPU cooler for my first PC build. I am building a Mini-ITX server in a Fractal Core 500 case. The problem I am running into is that the ARCTIC Liquid Freezer pro 240 AIO cooler I bought doesn't fit because of the M2 tower on the Z690-I motherboard. I bought a Thermalright Phantom Spirit 120 but it's too tall to install case fans above it, the piping blocks one of the slots for my RAM, it's a little noisy, and it takes up a lot of space in an already crammed case.

The PC is mostly used as a Jellyfin server with a full ARR stack and sits in my living room so noise is a pretty big concern of mine. I would like to stick with an AIO cooler if possible. Also, if anybody has any suggestions for cable management I would appreciate those tips as well. It looks like a rats nest in the case.
