Squirrel unable to scratch/groom with hind legs

Hey we have a local squirrel who I’ve named Samantha.
Samantha has some markings on her back and I’ve noticed with both her hind legs she is unable to scratch herself. She slowly spins her leg in a circle instead. This happens with both legs.

Has anyone seen this before?
