Liquid Freezer II 240 residue issue came back after service kit — coolant level looks almost empty. What should I do?

I have an ARCTIC Liquid Freezer II 240, purchased in November 2021. This unit was affected by the known gasket/residue issue, and I applied the official ARCTIC service kit around two years ago.

Recently, I bought new ARCTIC MX-7 thermal paste and planned to replace my CPU thermal paste. While doing that, I decided to check the cooler internally because of the previous issue.

Unfortunately, I found brown residue/sludge on the copper cold plate area again. Also, the coolant level looked extremely low, almost empty inside. My CPU temperatures have also been increasing lately, and my PC has started to restart by itself under load, so I’m worried that the cooler is no longer performing reliably.
