GU604VI i9-13900H thermal throttling at only ~30W - dented bottom cover, possible liquid-metal/heatsink damage?

I have a 2023 ASUS ROG Zephyrus M16 GU604VI (i9-13900H + RTX 4070).

I'm getting severe CPU thermal throttling. During Cinebench, the CPU reaches ~95–96°C while only drawing ~30–35W, with the CPU fan around 7000 RPM. HWiNFO reports sustained Core/Package thermal throttling.

During gaming I previously saw ~95°C CPU / ~50°C GPU and poor FPS (~50 FPS). The exhaust also feels unusually cool.

I've opened the laptop and taken these photos. Does anyone familiar with the GU604VI see anything abnormal? Should I remove the thermal module and inspect the liquid-metal/contact pattern, or should I investigate something else first?
