I am working on a DIY bookcase build that includes some 24V LED strips and trying to understand the safety standards for where and how to install this class 2 power supply.

One of the items on the list of safety instructions reads:

>For low voltage exposed insulated conductor systems required by 30.1(c) of UL 2108 do not install any part of this system less than 7 feet (2.2m) above the floor.

I don't have access to this standard and I am trying to understand the 7ft minimum. Is this only for cases where the unit is getting installed somewhere it's accessible (i.e. not in a cabinet or behind an access panel)?
