What level should this homebrew divination spell be?
It is essentially a plot device for a very political campaign and a way to deliver exposition to the player characters.

Target: A creature that you have been formally introduced to that is on the same plane of existence as you.
Components: S
Casting time: 1 mtinute
Duration: Concentration, up to 1 hour
You establish a connection with the target for the duration. During this time, choose two senses to be shared between the two minds, such as vision and hearing, or smell and touch. Both creatures are also aware of the connection and each other's location for the duration of the spell. The link ends early if any of the characters is affected by any sort of teleportation magic.
An unwilling target can attempt a Wisdom Saving Throw, if the target fails, the connection cannot last longer than 10 minutes. If the target succeeds, the connection is not established. In either case, both creatures are aware that the spell was cast and the identity of the caster.
