There isnt a single game where there shouldnt be at least one slow hex on your team if not multiple. If there isnt one, just buy it. The item is essentially curse to a few characters and its roi is the best of any item in the game in my opinion. It doesnt matter if youre playing a carry, just buy it. Its highkey throwing if you dont buy it into alot of match ups.
