The recent Dev Talk for 2.8 and onwards mentioned that previous units would still receive potential unlocks; something most of us have been hoping for. But who will or needs buffs exactly? My predictions are either Jane, Zhu Yuan, Hugo (is he in need of buffs????), Neko, Caesar, and Qingyi--I'm unsure about her specifically, though.
Most agents in 2.0 are completely fine as is, so I'm unsure who else needs upgrades..
