Unavailable DLC?

Other than the Edition Upgrades, Season Pass, paid DLC and the free gift, every other DLC (pretty much all the building and cosmetic stuff) has no option to add / download - why is that?

The only thing I can think of is that they are all pre order bonuses maybe?

I played from release until around July / August 2025. Really enjoyed the game throughout that time and put in around 100 hours or so. I stopped playing when I reached the DD, at the time the end game was a complete mess so I lost all interest at that point.

I played solo originally, now me and a friend are thinking of playing together from the start. I haven't experienced the game playing with a friend, so that in itself could make for a completely different experience.

Along with all the updates - I haven't kept up with any of the changes at all, so I have no idea but I imagine it's a completely different game these days. What should I expect?
