My partner 30M teased proposing for my birthday 30F, it’s now been a week and no proposal

So my partner and I have been together for 7 years. When we’ve spoken about marriage in the past I always told him that I want to be engaged by 30.

In the months leading up to my birthday he alluded to wanting to get married several times, actively told me he was saving up for a ring for me, and I told him my ring size.

We had a bad fight a week or so before my birthday. Things were resolved but there was still some awkwardness around my bday due to the fight I guess.

On my birthday he gifted me some colouring books and pens, and gave me a card without any sentimental writing it. It literally just said “hi baby, from *****”

The next day I did ask him if he was still planning anything else and he said that he had bought me a ring but he doesn’t want to propose to me atm. Honestly I got pretty upset and said if that’s the case maybe you should just return it because we’re now pretty short on money. He got mad at me and said I’m emasculating him by trying to tell him when to propose to me. I just apologised and we haven’t spoken about it since.

Now it’s been a week since then and I’m honestly super gutted. Please tell me if I sound like a brat but I’m upset that he kinda teased this and then let me down on my birthday by giving me meaningless gifts and nothing sentimental at all. Now I feel like I’m just waiting for this proposal to randomly happen but it feels like it’s been ruined. Does this sound like a dead relationship to you? Are we able to come back from this and happily get engaged? Any advice would be greatly appreciated ❤️

Edit: this has got a lot more attention than I expected, and the comments are becoming quite overwhelming. Thank you everyone who’s taken the time to give me helpful advice, I will update and respond more in the next couple of days, I need some time to think and take this all in.
