Have a heavy shotgun but cannot craft the ammo and game says I am not yet qualified. It requires gun nut 1 and I am lvl 4. Any ideas?

I have a hazmat suit on and loads of radaway but she's just too far from shore for me to get proof that I have killed her. Suggestions?
