The 1920s brought great triumph, great cultural strife, and great economic trouble to the last Catholic empire in the world. Nowadays, the foreign journalist does not ask 'if' the Austro-Hungarian Empire will collapse, but 'when.' They say that the solution of the empire's federalization shall be patchworked by shoddy compromise, that it will not last, and some doubt it will ever happen at all. The peoples are more conscious of themselves than ever, and already by 1936 everyone is underway to join hands with Vienna or break free at last in the leadup to the 1937 Ausgleich negotiations. What began in 1927 will finally be finished in 1937 and realized in the years following - federation on the Danube!
But every decree, every dictate from the crown capital of Cisleithania and each challenge from the empowered constituencies and Transleithania keep the machinery of bureaucracy slow. It is a slippery slope the Empire treads, and any day the calls of revolution or reform might turn into revolt or renaissance.

While Austria, at peace and able to look inwards, prepares itself for its greatest internal restructuring yet, some seek to take the scaffolds out before they even begin. Pan-Slavic and Legionairist movements in Romania simmer, and with triumph over Bulgaria the Belgrade Pact realizes that now may be its last, and only, moment to strike. The Fifth Balkan war would be one to finally decide who dominates the Balkan Peninsula, and whether federation or nation-state shall triumph in its place.
