Parenting plan

Hello! My child’s father (25M) and I (29F) have not been together for over a year. Nothing really happened between us, we just didn’t work and he couldn’t step up to his parenting role. I am finally trying to get a parenting plan so we don’t have to fight about holidays, schedules, taxes, etc. I put in there that he needs to ask me to take her if he isn’t around for more than 4 hours. He is trying to fight me on this and says I get my time so what happens during his time is up to him. I feel as though I should not be co-parenting with his parents. I love that she is so loved but at the end of the day I am her mother. I don’t view it as my time or his time necessarily we are her parents 24/7 no matter what. Anyways, I am so frustrated that this is even a fight, but am I in the wrong because I am technically fighting his side as well? It’s just so hard to know I don’t have my child and she is not with the other parent. I did even try and compromise and say it can be changed to if he’s not around for more then 1 day!

Edit: Our child is 19 months. And it’s not that I don’t want her to be with her grandparents. He lived with his parents so they see her every time he has her. The issue is he is gone every weekend he has our child. And he is not gone for work, he is out with his friends. I have been very accommodating to them when they ask for extra time. I also have always made sure to ask him if he would like to take her when I am not able to and says no every time. Which is his right but it feels like the fair thing to ask him first, since he is the parent, The parenting plan would apply to both of us.
