Imputed Interest on Partnership Loans

I know it's an old question but I would like your thoughts. If the only two partners make a 1m each to a partnership with zero interest and the IRS imputes interest, wouldn't there be zero net tax affect? And, in that case, should I not bother with the lecture? Now, if one loans 1.5m and the other only .5m, in that case they could have a problem correct? ... since they each would get half the imputed interest deduction but include different amounts in their personal income. Any other thoughts?
