following the my pc failled to turn on, and when i try to open my cpu i see this, i dont remember have that burned? mark

my pc is failed to insant turn on, it will turn on after doing that after 5-10min i scared it will died completely, and it is normal that debug CPU on? its always on (for a while when i turn on) since i bought 3years ago, should i just change the psu or what, iam pretty sure my house electricity kinda ass
