I have a problem with the game, i have a lot of sheep and a yarn maker and a tailor yet houses arent getting their clothing requirement checked

Same with animal products i have like 25 houses out of 50 all raising chicken, yet its rare that i see a house with animal products being checked

Is it like PU/subjecation cbs? Like can i do it with every country i border no matter how big they are and turn them into eyalets as long as i have built a spy network in them?
