Austria IT-KV – ST1 Regelstufe with 10+ years experience, is this correct

I joined a large Austrian banking IT company in August 2025 as a Software Engineer. I have 10+ years of IT experience.
The job I was hired for required minimum 10 years of mainframe experience which I successfully fill.
I was offered €65k base + €10k overtime and classified as ST1 Regelstufe.
After joining, I noticed that some colleagues with less senior positions in my previous company received higher titles here. I discussed this with my manager in October, and he told me that my responsibilities were aligned with a senior position and that it would be looked into.
Now I received only a 2.4% increase with no promotion or title change.
My question is mainly about the ST1 Regelstufe classification. With 10+ years of relevant experience and the responsibilities of the role, should I potentially be in Erfahrungsstufe or even a higher IT-KV group?
I am considering speaking with the Betriebsrat. Would appreciate advice from anyone familiar with Austrian IT-KV, especially in banking IT.
