Super under leveled at Castelia City
The first thing I saw to do was going into the sewers to find team plasma (already grabbed exp share and bicycle). My Oshawott is only level 14, while my rivals snivy is level 20 and already evolved to servine. Im almost positive i did everything in virbank, i completed the entire virbank complex including that regional dex lady, i did like 5 pokestar studio movies and i did the gym. Is there something i should be doing before the sewer in castelia city?
