Dependent heading into college

My daughter is 16 (17 in August) and entering her senior year of high school. She’s in a college prep program and we’re trying to get everything organized over the summer for scholarships and financial aid, especially programs for dependents of veterans.

Her father served in the military but refuses to provide his DD-214 or any proof of service. This has been an ongoing issue for years, even though this is strictly for our daughter’s education and scholarship opportunities. I already had access to his Social Security number years ago when I took her on base for her dependent ID as a child, so this is not about trying to obtain personal information for any improper reason.

We’re just trying to figure out if there is any legitimate way for a dependent child to obtain confirmation of a parent’s military service for scholarship/college purposes when the parent will not cooperate.

Has anyone dealt with this before? Are there alternatives to a DD-214 that schools or scholarship programs accept? Any guidance would be greatly appreciated.
