I applied for my sowp for my spouse and the application got refused. The only reason provided for refusal is as follow:

Eligibility for a work permit in this category only applies to the spouse or common-law partner of a work permit holder who is doing work that is at a level that falls within National Occupational Classification (NOC) skill levels 0, A or B.

I work in skill trade as a telecom tech. In my application I only added my employment letter. Should I apply for reconsideration or just apply for a new application with an employer written job description and details that match my specific NOC classification.
