is there a huge gap in power between refine 23 and 24?

321 pulls for +4 and a claim for her +5 . one of the most painful pull i ever done

i already done 1 cycle of spiral destinies but why i havent still unlock destiny traces ? am i missing something here ?

im sorry for this dumb question , how do i unlock this ? im on chapter 4 and voyager lvl33 . and also the knowledge thing that can claim rewards ? my knowledge is now lvl15 and havent unlock that yet . do i need to fully finish 1 spiral of destiny story ?
