Have you seen this post? Department of Agrarian Reform Province of Agusan del Norte is hiring a Licensed Civil Engineer for a salary of only ₱15,000 per month.
I am not that suprised naman kase I know some regular Geodetic Engineers ng DAR na around 20K+ lang din ang sahod kahit na gamit na gamit ng Agency ang license nila.
No wonder professionals prefer to work abroad kase gobyerno na mismo ang nambabarat and hindi nagbibigay ng pagpapahalaga.
