Finding the correct rim size and tire size, titanium frame

Bought this old titanium litespeed frame for $400. Trying to figure out how big a rim I could go along with tire. The current photos show my all road state stock tires. These are 700c, 24mm external rim width with a 38mm tire. There’s about a mm on both sides. Need a smaller tire. Thinking about 35mm. I’m looking at picking up the DT g540 rim with a 28mm external rim (24mm internal). Went and asked a bike shop for help and they told me they were too busy. Chatted AI and well now I’m here. Just don’t want to buy the wrong thing.

I plan on using this for bikepacking in Norway a couple hundred miles. 70%road, 25% gravel, 5% single track. I have other bikes but this is my first build where I’m really trying to learn if all.
