How to tech rush in 4.4?

All I want is 500 research by 2250...

Build:

Fanatic Egalitarian/Xenophile - Shared Burdens, Meritocracy

Species: Adaptive, Nomadic, Wasteful (canon humans)

Continental Earth start, Prosperous Unification

Usual opening is opening Prosperity and taking the tradition for -10% infrastructure cost, then open and complete Discovery (why was the upkeep reduction for researchers removed?!).

What Is the AI logic for enforcing peace on the aggressor against their CN?

Portugal into New Providence game:

Attack Caraibas, get enforce peaced on
Attack Caraibas, get enforced peaced on
Attack Caraibas, get enforce peaced on
Attack Spanish Mexico, get enforce peaced on
Attack Thirteen Colonies, get enforce peaced on

Quizquiz game immediately thereafter:

Attack Florida, get enforce peaced on
Attack Spanish Louisiana, get enforce peaced on
Attack French Mexico, get enforce peaced on

Meanwhile in my Aztecs game I was able to go completely hogwild on the CNs without ever getting enforce peaced upon.

What is the AI logic behind that interaction.

Despite having a merchant cap of 6, I somehow managed to deploy 7 merchants: 1 collecting in my home node of Gulf of St. Lawrence and 6 transferring trade from Hudon Bay, Ohio, Chesapeake Bay, Carribean, Mississippi River and Rio Grande.
