Denied removal?

Tennessee for context: I was set for removal in the middle of July. Intoxalock said they sent off the completion certificate to the state on July 21st. I called back about a week ago as I figured it could take a while getting it back, etc. and they told me the state denied it? Why?? I’ve had zero violations, never missed a calibration. I’ve blew a few false positives but always blew clean on the second blow and didn’t get violated. Intoxalock has been ZERO help. They pretty much told me “talk to the state” but I cannot get through to anyone?! Please someone point me in the right direction

I am moving in the next few days to my first house. I previously lived in a duplex owned by a private landlord and utilities were covered in rent. I like to budget everything, so I am trying to estimate the cost of utilities. The house is about 1000 sq ft. The owner built it with insulation in mind and it has a brand new AC unit. How much do you recommend budgeting out for the electric bill. It will just be my son and I, and he is with his father 50% of the time. I work 12 hr shifts so a majority of the time lights will be off. I also plan to keep it between 69-71 depending on the weather.
