What golden blitz have already happened and where would I find this info for future? Thanks in advance!!

Question: when a child support modification is requested and it says on the court records “Filed by the office of the Attorney General” does that mean it was automatically filed or does that mean the parent filed a request through the attorney general to review?

Long story short, my friend and her ex husband divorced years ago. She recently received her qdro settlement from his 401k which was pretty decent but he also is in the midst of receiving half of hers which won’t be as much. We know he’s been hurting for money bc of there daughter being “chatty Kathy” about his situation. It’s unfortunate bc him dragging out court cases had my friend spending so much money for lawyers who didn’t provide effective counsel unfortunately and she was looked at in the courts eyes as a “bad mom”. I’ve been around here long enough to know that she has done more for there daughter then he has. She pays her child support on time, while still getting there daughter the things she says her dad can’t buy. It’s all quite ridiculous. There daughter has some mental health issues as well where she requested to go to a doctor and he told her he doesn’t have enough money then proceeded to go to the store and buy her some buzz balls to cope with depression. She is 15. The daughter is the one who told me this. She tells me more than she tells her mom and I’ve just been trying to document this left and right. I know maybe I share too much in this thread for it just being a Child support question, but I wanted to provide context to what she’s been dealing with since 2019 and what’s going on currently. I’m looking for help and guidance to provide to someone who truly feels like the justice system is of no help and her ex just wants to put a nail in the coffin and take what little she does have from her. Also if you have recommendations for attorneys that you’d recommend for the mom who doesn’t have primary custody I’d appreciate it.
