Beginner struggling REALLY with UGC ads: Sourcing, editing, and copyright issues—what are my best options?

Hi everyone,
I'm a beginner in dropshipping. I've already set up my store, optimized my SEO, worked on the product images, and finalized the overall layout. Now, I'm ready to start running ads, but I’ve hit a roadblock with UGC (User-Generated Content) videos.
Since I'm not a content creator and I don't have the budget to pay creators yet, I’d love to get your advice on a few questions:

1 How to get UGC on a budget? What are the best methods to source good UGC video content when starting out with zero or very low capital?

2 Reusing & editing existing content: Is it viable to use existing videos from the internet? If so, what tools or techniques work best to clean them up (e.g., removing existing text overlays or watermarks)?

3 Copyright & Ad Account Risks: How risky is reusing existing UGC? Will ad platforms (TikTok/Meta) reject the ads or ban my account for copyright/intellectual property violations, and how do most dropshippers navigate this?

What is the best long-term solution or workaround for UGC ads when starting with limited resources?
