I moved to NY on Sept. 15, 2025. I’ll be just short of the 12-month residency requirement for Fall 2026, but I should qualify for Spring 2027. HESC still shows $0 estimated for both terms. Is that normal?

Hi everyone,
I’m starting at Hunter College in Fall 2026.
I moved to New York on September 15, 2025, so I’ll be about 10–15 days short of the 12-month residency requirement when the Fall 2026 semester begins. Because of that, I understand that I’m probably not eligible for TAP for Fall 2026.
However, by the time the Spring 2027 semester starts, I’ll have completed more than 12 months of New York residency. Based on that, I expected to be eligible for TAP for Spring 2027.
The confusing part is that my HESC account currently shows “Estimated” for both Fall 2026 and Spring 2027, but the **estimated award amount is $0.00 for both semesters.
Is this normal while HESC is still processing applications, or does the $0 estimate mean I’m not going to receive TAP for Spring 2027 either?
Has anyone been in a similar situation where the estimated amount was $0 and later updated after residency or school certification? Thanks in advance
