How to identify reloads in purchased once fired brass

Got some 9mm brass from gun broker, advertised as once fired but never 100%

I found these and the red marks made me think reloads
What else should I be looking for when filtering this brass in any way?

Plan on loading 125 grain lead/powder coated bullets with pistol power to a good plinking power (no +p)
With a handful of guns to feed them into.

Made some 9mm lead bullets, what’s a good tolerance in acceptable weight?

Poured around 400 9mm 124 grain bullets from a lee mold, I was running them over a scale for acceptable weight tolerance

What would you say is a safe acceptable tolerance?
I reject less than 5% if I keep my window - 1.0 grain and + 0.4

Am I being to picky?

Using power pistol for this round of reloads, with some blue dot to burn up

Lead content is slightly questionable, hand outs from a neighbor who went into a retirement home, I scored around 250-300 pounds of ingots and other lead.

When to use magnum primers?

Just got a Grendel, ar build 20 inch barrel
Been doing some research, Seems to be a mix of people using magnum primers to non magnum.
I live in Wyoming at upper elevation and I might be shooting/hunting in close to 0F conditions that I understand is a consideration for magnum primers getting consistent results

For powder I’m leaning towards cfe223 and I have 123 grain elds coming.

I already have some federal match ar small rifle and I’m considering using those
