Project Planner - Dealing with Checked Out Plans

We're dealing with an issue where project plans remain checked out and other users are unable to check the project in and edit it.

Deltek claims "a plan is automatically checked in when you switch to a different project or go elsewhere in Vantagepoint." This hasn't been the case in our experience as some users have 5+ projects checked out to them. So it's not recognizing the user going elsewhere.

My understanding is a user needs Administrator checked to check in plans on others' behalf. This opens a different can of worms if we were to enable this for most of our project users.

Are any other firms dealing with this issue or how did you address it?

The VP2-I-8969 idea would allow for a PM or Plan Owner to check in a plan for their project. It has 40 votes but status is Future Consideration.
