In my opinion, it’s the members of the Imperial Ruling Council. They are supposedly Palpatine’s inner circle, but aside from Mas Amedda, they don't really have much of a spotlight (though Pestage did in Legends). The fact that they are always referred to as "advisors" rather than holding an actual government title (minister of justice, minister of economy, etc.) only reinforces my point
