What's going on with the "West End District" i.e. the huge empty storefront/ restaurant development site next to Palmetto Peddlers on Hoffmeyer?

They finished these retail and restaurant spaces over a year ago, and every single space currently sits vacant. There's also clearly an unused restaurant space next to Palmetto Peddlers that at last check is overrun with vegetation. This seems like a huge waste.
