DOT violation

I was delayed flying from Pittsburgh to Sanford. Supposed to leave at 9p on the 29th, left at 11a on the 30th. Had to get an Uber from airport to hotel, pay for hotel, Uber back to airport. They gave us $200 cash back and a $100 flight voucher (split between two people). The $200 didn't cover all expenses from having to stay overnight. Their website AND DOT website both say they'll cover overnight accommodations and travel to and from the airport for a delay that results in an overnight stay.

I was lied to at the airport in PA, supervisor said they don't offer overnight accommodations but told me to call the customer service number. Called the customer service number at 8:30p and stayed on hold until midnight, finally hung up to get some sleep and they called us back at 3a (we didn't answer because we were sleeping)... Flew back on the 14 hour delayed flight and went to the allegiant desk to find out how to get our compensation, the (very nice) lady at the front desk called corporate to try helping us and they said "since you took the flight back, we owe you nothing". I asked for a supervisor and the shift lead called for the supervisor, I was told it'll be at least 30 minutes. I said I'm happy to wait and proceeded to do so, until 15 minutes in she told us the supervisor "doesn't want to come downstairs" and would not be coming. I think my brain popped a little bit at that point so we just left.

Does anyone have advice when filing a complaint with DOT? Wild that they'd prefer for me to handle it this way than attempt to find a proper resolution.
