Talaria Komodo Deals; too good to be true?

I'm looking to pick up a Talaria Komodo this weekend in person, and I've found 2-3 "ebike dealers" near me that are selling them for $5k or below ($1k less than standard MSRP). I put "ebike dealer" in quotes because while they've confirmed I'll get an invoice, certificate of origin, and everything I need to register the bike for OHV riding, I am having a hard time finding any "official website for these dealers" (in my area, there'll sometimes be small shops selling bikes that don't have a website yet).

What do you all think; is it safe to purchase one of these bikes since it should come with all the documentation, and I'd be picking it up in person? Or is the price too good to be true? Any help is appreciated, thank you!

Would you risk it for an Ultra Bee that doesn't turn on?

Saw this listing for an Ultra Bee near me; all the comparable listings are around $4,200-$4,500, and this guy says he's selling it for cheaper because it won't turn on after a crash, and he doesn't want to figure it out.

Part of me thinks I could talk him way down on the price and maybe get lucky with it just being a fuse or something (or the throttle being broken), but part of me is also worried it could be something bigger like the battery or the controller. Bike looks to be in perfect condition (aside from the broken throttle), would you risk it for the added discount?

I've worked on my old Talaria but never a Surron or Ultra Bee, so I'd be getting all my troubleshooting online. I'm used to working more on mechanical things vs electrical things, so any advice is appreciated.
