Why don't my great, impetuous, and glorious men, members of my faction, procreate with their wives?

My cities are always on the verge of collapse, and with the lowest possible tax collection, they are always on the brink of revolt, even with enormous garrisons. Furthermore, even after spending thousands of coins in some cities, they never yield a profit for me

I recently bought the mobile version of the game and started playing again, and I realized I'd never played on any difficulty other than normal.

The first time I've played on Very Hard, and I just defended Segestica from an attack of 2200 enemies with the remaining troops I had in the city.

My army had 1 general +55 guards, 160 townwatch, 378 early legionaries, and 97 triarii. At the end of the battle, 13 guards, 1 watchman, and 20 legionaries remained, My general died at the very end, in the third-to-last charge before the end of the battle.
