People stopping even though they have their own lane.

People keep stopping (where the ❌ is) when making a right onto the road, even though their lane continues on. They aren’t merging into another lane, the right turn lane is its own lane that continues on. The road we are turning on is three lanes, one of which is the right lane that continues on. It happens almost every time I use this lane. They start to make the turn and then stomp on their brakes to wait for traffic in the other lanes to go by, before continuing on. What gives?
