Touch the Milky Way in Uttarakhand

Hi. I'm currently in Almora headed to Pithoragarh and Munsyari next week. I've seen some shots in this sub recently showing the Milky Way, but they look like trekking and camping are necessary.

Could anyone recommend a place where I can drive by motorcycle, get a guest house and walk outside in the evening to lay down for some stargazing?

Almora is too smoky at the moment from forest fires burning.

Unobtainable Culture victory

90% of my games i never finish to victory. I can't take the end of game drudgery. But, this game, i chose Peter and decided to play tall. Long short, I got to within 2 turns of winning culturally onky to see it slip away 3 times and flip to 18 or nothing on the next turn. I was soooo far ahead in every category and so decided to play it out. 22 turns later, and only about 3 turns from a science victory, i saw 2 again. The next turn had me one point like 322/323 for a cultural victory, and i won.

My question is, how could i have nailed down that CV in the next turn or two after the first time i was 2 turns from victory?

I've read here that going down a level of government might work. Will it? Could i start a war with the number 2 in culture and wipe out his cultural districts?

Would actually painstakingly shuffling the trinkets to have all different in each city made a difference?

I had spies stealing artifacts, rock bands all over and 90% of my cities were full of art, music and books.
