Japan Visa processing delay (New Delhi centre, Indian passport)

I submitted my passport on 31st July and additional documents a week later, but my visa is still under process at the consulate. My travel date is fast approaching with less than a week left. VFS has been of no help, and asked me to submit an expedition letter. Has anything like this happened to anyone else? What are the usual processing times for the visa? Will I receive it before the travel dates?

Travel history: one previous international trip with an e-visa.

Business or Tourist Schengen Visa for a conference followed by a 2-week tour?

I am an Indian citizen and will be applying at the New Delhi centre for a Schengen visa. My purpose is to attend a conference in Portugal between 10th and 13th October, and I will then be spending (at least) 11 more days touring Italy and Germany (min 4 and 7 days spent in the locations, respectively).

Should I apply for a business visa with Portugal, or would a tourist visa with Germany be the better approach? The appointment dates for Portugal are later, in mid August while I can get an appointment with Germany tomorrow. Are there any legalities that I would have to deal with if I choose to go with a tourist visa?

I already have a 3090 desktop with 128 GB of DDR4 RAM, which I could setup as a remote server. The problem would be that I won't be able to take it with me, and I am looking for some local compute to validate my hypotheses (should fit within 16 GB of VRAM, and then move to cloud). I am thinking of either a thin and light laptop (or a legion 5 costing 1.6L) that works as a good gaming machine + an eGPU box (80K), OR an Asus ProArt P16 that I can get for 4.3L (will check if I can claim GST).
