They both play like this alot, why is the big dog holding onto the smaller dogs neck, when it happens they both stop and stand still for ages until normal play resumes, I've been told the bigger dog is doing it to "kill his prey" but it doesnt seem right

This is the only video I have normally they are at a standstill for at least a minute.

EDIT: I own the bigger dog and was told holding the smaller dogs neck was a sign of agressive and dominant play but it doesnt look like that, more context the little dog can get a bit snappy and full on and sometimes it looks like my dog is trying to hold him still calm him down etc
