Little girl at the table has some scuffs that I need to get ride of on her hair.

I’m not a gardener, hardly can keep anything other than morning glories alive so I have no idea what’s going on here, I assume the old home owners planted this, but I’d like to attempt to care for it 🤷🏼‍♀️ there was tulips or something there at one point, so are these just giant over grown tulips ?
