We should do similar to what Bhutan has done to manage tourism

Indian citizens do not need a visa to enter Bhutan. Instead, they need to obtain an Entry Permit upon arrival. There is no visa fee for Indians, but a Sustainable Development Fee of INR 1,200 per person, per night.

Bhutan introduced the Sustainable Development Fee and mandatory guide rules to prevent mass tourism from harming its environment and culture, shifting toward its signature national policy of "High Value, Low Volume" tourism.

The idea that “Nepalese pay high income tax” is false

Whenever the discussion about development budget comes, many people here say that Nepalese already pay high taxes and therefore, don't want to pay more tax.
If you simply google, this will sound true.

The country’s personal income tax rate was 39 percent (now lowered to 29%).

But if you actually look into the details, this is not true. That 39% was the max. tax % for the uppermost income group i.e. above 5,000,000 NPR. This doesn't apply to the lower, middle, and upper-middle income classes.

According to the Inland Revenue Department, in FY 2024-25, around only 11,000 taxpayers paid taxes at rates of 30% or higher, i.e. 0.037% of the total population of Nepal.

We can estimate how much tax most people pay, with respect to the median income (lets say roughly 240K p.a.).

Multiple of median Income (NPR) OLD system effective tax NEW system effective tax
240,000 1.0% 1.0%
480,000 1.0% 1.0%
720,000 ~2.1% 1.0%
960,000 ~3.3% 1.0%
4.17× 1,000,000 ~3.5% 1.0%
1,200,000 ~5.0% 2.5%
1,440,000 ~7.0% ~4.5%
1,920,000 ~10–11% ~10–11%
10× 2,400,000 ~13–15% ~12–14%
15× 3,600,000 ~18–21% ~17–19%
16.7× 4,000,000 ~20–23% ~18–20%
20× 4,800,000 ~26–30% ~22–24%

See, even if you earn 5 times the median income, you are now paying only 2.5% tax.

This is low compared to other countries, and even south asian countries.

Multiple of median Nepal India Bhutan Sri Lanka Japan Korea Australia USA Germany
1% 0–3% 0–3% 0–3% 5–8% 3–8% 0–5% 0–10% 15–25%
1% 5–10% 5–10% 5–10% 10–15% 10–18% 8–15% 10–18% 25–35%
2–3% 10–18% 10–18% 12–20% 18–25% 20–28% 20–30% 20–30% 35–45%
10× 12–15% 18–28% 20–30% 20–30% 25–35% 30–38% 30–40% 28–37% 40–48%

What is important is the VAT, which effects the lower income people the most because they have to spend all their income for basic necessities.

But, instead of lowering VAT for basic items, the government lowered tax for upper income class.

So, the idea that “Nepalese pay high income tax” is false. It is partly true for poor people because VAT on basic items has higher effect. But then the government's decision to lower tax for rich is wrong.
