How do I make the entente accept my demands at Halifax?

Britain always accepts all my demands, but France always refuses recognising my legitimacy over Alsace and never wants to join mittleuropa (understandable, btw).

I have seen the AI managing to reach the accord (afaik, all of the conditions must be accepted for the AI), but I never managed to make them accept all my conditions
