¿Por qué la gente en Colombia siempre le gusta culpar tanto a la víctima?

Con el caso de Yulixa Toloza veo mucho comentario culpándola por su muerte por haber elegido ese centro estético y ese "cirujano", por ser vanidosa y todo eso, y yo me pregunto, ¿por qué a los colombianos les gusta culpar tanto a las víctimas? Si a alguien lo roban, dio papaya. Si a alguien lo mataron, él se lo buscó. Si a alguien lo estafaron, fue por bruto. No entiendo por qué somos así como sociedad.

Worried about my package sent to Colombia from the UK being lost

I bought some facepaint from an UK company (Snazaroo) which were sent in 27/04. The tracking shows that the parcel left the UK in 06/05. The UPU tracker shows the item should arrive today to Colombia, however the Colombian postal service (4-72) has told me that they haven't received the parcel, and I'm seeing this post in this same subreddit where someone ended up never receiving their package, and another person had to wait 4 months after shipping to receive their package. I'm pretty worried since I need these facepaints for a convention in late June (because I'll be doing cosplay there), and I don't know what to do if I don't receive the package on time.

What can I do?

Buscar arriendo cerca al centro (Carrera 9na con Calle 8va), presupuesto 1.6-2M, apartmento de 2 Habs/1 baño

No sé qué zonas recomienden para buscar. Trabaj0 cerca a la Casa de Nariño, y veo que los arriendos de apartamentos incluso chiquitos ya están pasando más de los 2M y me quedaría corta. ¿Dónde me recomiendan buscar? Preferible algo cerca o con buen transporte público.
