Why did Blackout didn’t reach number 1?

Hey BArmy!

I have a question for those who might know more about this topic. I read somewhere some time ago that Britneys album Blackout didn't reach number 1 on the Billboard 200 because they changed the rules last minute. I also read that they wanted to prevent her from releasing five consecutive number 1 albums.
I know she didn’t made promotion except for one radio interview, but the changes were still very high of course (in my opinion).

Does anyone know anything more about this? Thanks in advance.
