I give up. Advice needed on obtaining this chest

I officially give up. I have looked everywhere inside of Sword Vault Dale to access that chest in front of me here. Can someone please tell me how I can get access to it? Do I need to run power from the Wuling AIC all the way down into Sword Vault Dale to access it by using a water pump or something? I’m lost.

Serious Question (Headhunting Characters). New player needs some guidance.

Is it still possible at this point to get Laevatain, and the other previously released 6 star operators? Or do I have to wait for their banners to come back around. I’m still learning all of the little things about this game and I can’t get a concrete answer on my question

Can someone please help a new player. How do I access this weapon that’s underwater here?

I’m really sorry if this is a dumb question. I’m relatively new to the game and have just been exploring so far so I’m not that far into the campaign yet. How do I access this weapon that’s underwater here? Can someone please help me? I ended up killing off a bunch of raiders and some kind of Level 20 Big Boss here if it helps.

Edit : I was able to quickly grab the weapon somehow. I appreciate everyone responding trying to help me with my problem. I’ll have to remember next time the stuff gets sent to my mail haha
