Man HOW i unlock Noise Tanks in Jet Grind Radio?!?!?!?!?!?!????

Swear I collected ALL the Graffiti Souls in Shibuya-Cho, Kogane-Cho, and even Beten-Cho, and unlocked Poison Jam and Love Shockers to play. But Noise Tanks didn't appear for some reason.

I played Beten-Cho instead of Kogane-Cho twice to see if anything would happen but nothing besides extra cutscenes.

I even beat the game three times last week just to see if I did something wrong that prevented me from unlocking the Noise Tanks. But nothing. I didn't even unlock Pots :(
