Positions Offered via Hiring Pool vs Jobs Portal
I understand that career growth and opportunities with the City are at an all time low. I’m just wondering - for the positions that are being opened for hiring - why does it seem like agencies are filling positions via hiring pools rather than jobs portal?
For point of reference, a current ASA who wants to transfer to another agency can only find 6-7 openings for hire on the jobs portal. It is the lowest amount of postings I have ever seen and it has been this way for a long time. Yet, it is not for lack of opportunities out there. On open data, one can find there have been many hiring pools for ASA during the same time period.
So, what is the hope for an ASA seeking career development and a fresh start at a new agency if openings only seem to come in the form of hiring pools? And what is your opinion if an agency prefers recruiting fresh talent via hiring pool over canvassing seasoned talent internally with years of experience working for the City?
