My cat seems to be not feeding her kittens as much, is that concerning?

My family took in a stray cat last year (around late fall) and she recently had a litter of kittens. This is actually her 2nd litter of kittens, they were born in the middle of July. I noticed she has started to feed them less and less. I know it's natural for cat moms to wean their kittens off, but it feels like it's too soon. Only two of the kittens enjoy eating soft food while the other three don't care for it at all (they do have slight interest but never try to eat any). I'm concerned that the kittens who aren't eating soft food will starve. Should I buy kitten milk and try to help out? Or how can I get the other kittens to eat more soft food?

Some other information: Even though I do most of the caretaking for the cats, I don't much control over them. I'm only 18 and going off to college soon. I know she should had been spayed to avoid her having two litters but my mom just won't take her to the vet or stop her from going outside. I'm from America. The cat mom and none of her kittens have ever been taken to the vet. My family isn't in the best position to take them to the vet either.
