Can anyone explain please what does it mean to be on a panel at number 3 and its only one post in one particular hospital , how will the panel work

Hi guys i am looking for a baby sitter to mind 2 kids , both age 3.5 , they go to playschool from 9 to 12 and sleep from 1230 to 2, work is from 730 to 1730 weekdays and 9 to 5 weekends , i am paying cash at 2000 per month, if anyone interested do let me know but dont have holidays if u need holidays ,u need to get someone else cover you please
