Moonridge resident dumped gravel on the village bike path
A little while ago I had an interaction with the homeowner who owns the house and empty space adjacent to the Moonridge Room. He was extremely upset at me with my small dog off leash despite the fact I pick him up and push past on my skateboard any time another dog comes within a 50 foot radius to make sure he has zero off leash interactions with unfamiliar dogs, though he is perfectly friendly. It's not like a dog can't bolt the second the owner happens to get distracted, at least with the skateboard he can't get enough of a head start for me not to catch up.
His response was to dump bags of gravel on the bike and sidewalk path, and harass me for a few days until he realized it wasn't gonna make me stop doing my evening dog walk/cruise i've been doing almost every day for the past couple years. His adult son also harassed me and admitted they dumped the rocks while saying it's not illegal, (bare minimum it's illegal dumping or littering if not a violation of some ordinance regarding obstruction of public sidewalks that most towns would have)
He seems to have given up on that, but i'm wondering who to contact from the city to get this safety hazard taken care of. It's not a small amount of gravel by any means, it's enough that if an elderly disabled person was walking and happened to lose footing they'd have lacerations all over their body from landing on it.
I've attempted to blow it back on his property with leaf blowers, but I borrowed them from friends but the batteries died each time before i could finish. I think ultimately the city would want to take care of it if they knew since there's a potential liability for injuries, which should fall on the homeowner, but likely they would go after the city since they have deeper pockets.
